I set up oil-discuss@ and oil-dev@ back in November when I released the
code. I think I'll retire oil-discuss@ because Reddit/Lobsters/Hacker News
are better for casual discussion.
But I think oil-dev@ still has a place. It should be useful for technical
discussion, and hopefully there's a way to syndicate discussions on GitHub
pull requests here.
I'm open to suggestions about the forum technology. One thing that
concerns me is that I'm hosting this on Dreamhost, and I've been on the
toybox mailing list, which has had problems with Dreamhost. Apparently
Gmail and mailing lists don't interact very well.
A lot of projects seem to be using Google Groups, but I've had pretty bad
experiences with it. I see people using Gitter too but I've never used it.
I just wrote a few blog posts talking about the status of the project:

In short, I want to make it quick and easy to contribute. It looks like
